Executive Summary
Until this time, there has been no comprehensive, publicly-available data set on water transfers and water markets for researchers and policy analysts. This data set is drawn from the Water Strategist for 12 western states from January 1987-December 2005. There are 3,232 observations of water transfers that include amount of water, contract type (short-term lease, long-term lease, and sale), parties involved, origination use, destination use, and price (2,154 observations). Extension and maintenance of the data set requires analysis of transactions provided in the Water Strategist and assembly of other relevant data. A graduate student, supervised by the PI, will perform this research as well as examine other transaction sources, such as those collected by Ellen Hanak from the SWRCB for California.
