Summary of Policy & Guidelines
All Positions
- A written approval to fill a position from REC Associate Director is required. Exceptional approval procedures may apply during a UC ANR hiring freeze.
- A REC Funding Form must be submitted to REC Administrative Office (RECAO). REC Administration Coordinator and REC Associate Director verify availability of designated fund sources and sign form for approval.
Career, Limited, Per Diem & Contract Positions
- An open recruitment process is required unless the following occurs:
- UCD HR has informed REC of an exception to recruitment (see UCD PPSM Procedure 20.B. or collective bargaining contract).
- UCD HR has approved a direct hire via the PeopleAdmin system (see UCD PPSM Procedure 20.C., Note 4).
- A position summary must be classified and entered into the People Admin System Department Library prior to submitting a requisition for recruitment.
- Approval from the recruiter is required to hire a “near relative” employee.
Limited Positions
- Open Recruitment:
A recruitment process should be followed for positions expected to be four (4) months or longer and be on pay status for less than 1,000 hours in a 12-month rolling period.
- Emergency/Short-Term Hire:
The purpose of an emergency/short-term limited appointment is to temporarily fill a position when there is an emergency or short-term need that cannot be immediately filled through a recruitment process.
When recruitment is not required because a limited position is expected to work 865 hours or less in a 12-month maximum period, unless the position meets certain provisions under a collective bargaining contract, and a qualified candidate is known, a request can be made for a direct hire. Initial requests can be established/approved in 4 month increments up to 865 hours and requests for extensions will be reviewed based on the hours available within the 865 cap.

Student Positions
- All student positions are recruited through the UCD Student Employment Center via the Student Employment Center Web site (SECW).
- RECAO must approve draft vacancy listings prior to centers submitting them on line to Student Employment.
- An exception to the required two-week posting period for non-UC and high school student positions may be granted by Student Employment for off-campus work locations (see UCD PPSM Procedure 3, Exhibit A, Sections III.B.3 & III.C).
