The Farm and Ranch Lands Protection Program (FRPP) is an important tool available to farmers, ranchers, and their communities to preserve the agricultural landscape. This report is a benefit-cost analysis of the program. Overall, the results of this analysis suggests that FRPP assistance to local farmland protection programs bears positive net benefits in areas where citizens place a high value on their amenities, regardless of whether they face low- or high-density development pressures. The presence of active farmland retention programs is empirical evidence that local decision makers anticipate positive net benefits from protecting farmland, such as preventing undesirable changes to the landscape and adverse impacts on the natural environment that can result from development.
