State 4-H Leaders' Council

The objectives of the California State 4-H Leaders’ Council and Section 4-H Leaders’ Councils are to:

  • Contribute to the growth and development of the 4-H Youth Development Program by strengthening the work of the County 4-H Leaders’ Councils
  • Advocate constructive thinking among volunteers to enable them to help youth develop character and leadership through California’s 4-H programs
  • Promote the relevance of the 4-H Youth Development Program to youth of diverse cultural and ethnic origin.

The specific purposes for which this Leaders’ Council is organized shall be to:

  • Act as an advisory board to the State 4-H Youth Development Program (YDP) Director on matters of program, policy, and assist in implementing accepted policies and programs at local, county, section, and state level.
  • Assist 4-H staff in implementing the affirmative action goals and plans of the 4-H program so that equity and parity standards and mandates by law and University policy are met.
  • Develop ideas for expanding and improving 4-H Youth Development Programs throughout the state.
  • Provide a means of securing the concerted action of 4-H volunteers to supplement the work of Cooperative Extension in the promotion, organization, and administration of the 4-H Youth Development Program.
  • Conduct, with the University of California Cooperative Extension 4-H YDP staff, a comprehensive 4-H program planning effort with the objective of meeting the needs and changing interests of youth, and changing ethnic, gender, and economic demographics.
  • Assist in the identification, planning and implementation of educational and leadership training programs so that youth leaders and volunteer leaders may better fulfill their responsibilities to the youth they serve.
  • Support the volunteer leaders in any way practicable, recognizing that without them, there would be a vastly different 4-H program.
  • Improve communications among all levels and promote a spirit of friendship, cooperation and collegiality among 4-H volunteer leaders and the 4-H YDP staff.

Council Membership

The State 4-H Leaders' Council shall consist of at least twenty-four (24) representatives of the four 4-H sections, plus the President of each Section Council.  The President of each Section Leaders' Council shall serve as a representative to the State 4-H Leaders' Council.  Each Section Leaders’ Council shall elect six (6) representatives to the State 4-H Leaders’ Council, including at least two (2) youth. Elections will occur on an annual basis.  Two (2) Section Council representatives shall be elected each odd numbered year.  Two (2) Section representatives shall be elected each even numbered year. The youth representative(s) shall be elected for a one (1) year term each year.

Voting Membership

Voting members shall be up to seven (7) representatives/alternates from each Section, three (3) regional directors, or their appointees, and the State 4-H Program Director or staff designee. The President retains the right to vote in case of a tie. 

Meetings

The fourth Saturday of April (southern California) and October (northern California).
